Summary: This role is focused on leading Digital initiatives and Integration projects as a Technical Project Manager, acting as the vital connection among various teams such as country business, IT stakeholders, architecture, and external partners. The objective is to manage projects from inception to delivery while aligning with the organization's API strategy and business objectives. Responsibilities: Lead end-to-end API Management projects across multiple countries and business areas. Gather, analyze, and document country-specific business requirements, processes, and priorities. Translate business needs into clear technical requirements, project plans, and delivery milestones. Coordinate with country business teams to understand local regulations, operational requirements, customer needs, and integration priorities. Manage the design, development, implementation, and lifecycle of APIs and API products. Ensure APIs comply with enterprise architecture, security, data protection, integration, and governance standards. Collaborate with solution architects, developers, infrastructure teams, cybersecurity, data teams, and external vendors. Facilitate workshops, steering committees, status meetings, and decision-making sessions. Track project progress and provide regular reporting to senior management and relevant governance forums. Essential 8–12+ years Treasury systems experience Experience managing support teams and vendors Strong understanding of Treasury operations Experience with SaaS platforms and governance Strong leadership and communication skills Service Delivery & Treasury Platform Governance Ensures Treasury systems consistently support business operations, decision-making, and risk management through strong service governance and performance oversight. SaaS Ways of Working Own end-to-end governance across a vendor-managed platform, including release cadence alignment to Treasury windows. Ensure vendor engagement is structured, evidence-based, and aligned to service outcomes and controls. Maintain clear separation of accountabilities across L2/L3/ITBP to prevent dilution and duplication. Ensure SaaS operating constraints are understood and built into planning, risk management, and governance. Desirable Experience managing global or multi-region support models Exposure to system implementation or transformation programmes Qualifications Degree in Finance, IT, or related discipline ITIL / PMP (preferred) The role requires: Managing a complex multi-system environment Balancing operational stability with change delivery Coordinating across business, IT, and vendors Driving continuous improvement in a controlled environment Declare Major Incidents, chair bridge calls, and direct cross-team prioritisation through to resolution. Approve service priorities and resource allocation across BAU, incidents, and change activity. Approve KPI/SLA targets, service standards, and improvement initiatives based on outcome performance. Escalate vendor performance and invoke contractual/management levers where service levels are at risk. Confirm service governance sign-off for go/no-go decisions with inputs from ITBP (business readiness) and L3 (technical readiness). Change Manager - Remote - Outside IR35 Must have an Active SC Clearance The role covers the full change lifecycle, from strategy, impact assessment and readiness through to stakeholder engagement, communications, training, adoption and benefits realisation. This position is suited to an experienced Change Manager with a strong background in Government, Public Sector or other highly regulated environments. Change Manager Responsibilities Develop and deliver comprehensive change management strategies aligned with programme and client objectives. Change Manager Skills and Experience Extensive experience in Change Management, Business Transformation or Organisational Development. Strong Organisational Change Management (OCM) experience. Proven experience delivering complex transformation and change programmes. Experience within Central Government, Public Sector, Defence, Healthcare, Local Authority or another highly regulated environment. Strong experience conducting change impact assessments, stakeholder analysis and business readiness assessments. Experience developing adoption strategies and supporting benefits realisation. Strong stakeholder management with experience engaging senior client and executive stakeholders. Experience with programme governance, risk and issue management, reporting and change control. Strong workshop facilitation, communication, presentation, negotiation and conflict resolution skills. Experience developing change communications, training strategies and engagement activities. Strong understanding of programme and project delivery lifecycles. Prosci or Change Management Institute (CMI) certification would be advantageous. PRINCE2, MSP, PMP, Agile or ITIL certification would also be beneficial. Previous Ministry of Justice (MOJ) or wider Central Government experience would be highly advantageous.
