HMRC Chief Digital & Information Office is made up of Customer Groups which are working independently towards one common goal. Our role sits within HMRC’s Chief Digital & Information Office (CDIO) Group that deliver in-house solutions for projects and programmes that deal with a broad range of business, technical and operational issues. Our CDIO offices are hi-tech, state-of-the-art facilities that allow our teams to maximise their capabilities.

This role is within CDIO Borders & Trade, responsible for the end-to-end service management and development of over 140 separate services from the generation of Trade Statistics, to the administration of Customs and Excise duties.

Job description

This is an exciting opportunity to join HMRC’s CDIO (Chief Digital & Information Officer) Borders & Trade working as part of the Agile Delivery Guild initially with the CDS BOLT Delivery Group.

As a Senior Agile Delivery Manager, you will be accountable for the delivery of features within the Borders and Trade Delivery Group. You will be responsible for creating and leading several Agile delivery teams to develop, deliver and support IT solutions and work with them on a variety of different projects, that vary both in scale and scope. You will lead the end-to-end delivery of digital projects and be pivotal in driving cross-functional collaboration, maintaining delivery momentum, and ensuring continuous improvement across Agile teams.

The complexity or breadth of products or teams will vary in this role, depending on the context of the work assigned.

Person specification

As a Senior Agile Delivery Manager, you will:

  • Propose, Build, Coach and Mentor concurrently, numerous multi-functional teams in Agile and delivery management practices, throughout the full product lifecycle.

  • Have experience across a range of products and services, throughout the entire lifecycle, and have greater responsibility and accountability as the main point of escalation. You will coach and mentor agile delivery managers as well as have some line management responsibility.

  • Be comfortable negotiating and communicating within delivery teams and with stakeholders and be able to maintain and repair relationships.

  • Represent the profession community within CDIO and HMRC and with Other Government Departments.

  • Actively reflect and inspect to determine the most appropriate delivery mechanism to optimise delivery flow.

  • Remove blockers to delivery.

  • Challenge unnecessary and inappropriate existing business processes.

  • Have experience in developing a continual learning, development and coaching culture.

  • Have experience of strategic leadership, planning and delivery of effective project reporting including project progress, resourcing, and finances.

  • Have clear risk/issue management and operational problem-solving skills in a complex IT ecosystem.

  • Be able to support and motivate stakeholders/team to set the pace, ensuring delivery commitments are on track.

  • Exhibit excellent communication, organisational and decision-making skills.

  • Managing stakeholders at all levels, including senior business and IT leaders.

  • Have commercial and supplier management experience, demonstrating a clear focus on quality.

  • Ensure that CDIO applies the latest in innovation and ways of working and help spread those practices across the wider estate.

Essential Criteria:

The successful candidate will need to demonstrate practical knowledge and experience in the following:

• Delivering medium-large high-quality digital products.
• Balancing priorities across multiple teams and coordinating deliveries, including external suppliers.
• Proven experience of implementing and practicing a variety of Agile delivery management methodologies, tools and techniques and be able to coach and mentor Agile Delivery managers, Stakeholders, Agile Delivery teams and the Organisation in agile ways of working.
• Proven experience balancing multiple priorities on large scale and high visibility projects.
• Proven experience of working with one or more multi-disciplinary teams.
• Building and managing collaborative relationships.
• Proven ability to influence external partners, stakeholders and customers.
• Challenging and removing barriers to effective delivery.
• Developing delivery metrics and using them to good effect to show improvements in delivery performance.
• Coaching and mentoring individuals.
• Experience of the project lifecycle.
• Strong communication skills.
