Contexte : Un groupe européen de services techniques B2B, présent dans une dizaine de pays et adossé à un fonds d'investissement, engage un programme de création de valeur sur son périmètre opérationnel. Le diagnostic est achevé et le plan d'action est arrêté. La mission s'inscrit dans la phase d'implémentation de ce plan, conduite aux côtés d'un cabinet de conseil en stratégie qui en assure la coordination. Le programme couvre trois domaines fonctionnels distincts, chacun porté par un consultant dédié. La présente annonce concerne le domaine maintenance et productivité des opérations terrain. Le programme est structuré en trois vagues successives de six mois : design détaillé d'un sous-ensemble de leviers, puis pilotage de pilotes dans deux à quatre pays européens, avant déploiement en cascade par l'organisation elle-même. · Démarrage : à partir de mi-septembre 2026 · Durée : 18 mois, engagement par tranches de 6 mois · Localisation : Paris / Île-de-France (siège du client), environ 80 % de télétravail · Déplacements : Europe de l'Ouest (France, Allemagne, Italie, Espagne, Royaume-Uni, Pays-Bas selon les vagues), quelques jours par vague pour l'animation des workshops et les visites terrain · Langue de travail : français et anglais. Anglais courant indispensable — les workshops pays se tiennent en anglais · Charge : temps plein Missions principales : · Conduire le design détaillé des leviers de productivité des équipes d'intervention terrain : planification et dispatch, optimisation des tournées, taux de résolution à la première intervention, standardisation des workflows d'intervention · Structurer la gestion des pièces détachées : niveaux de stock, disponibilité en tournée, réapprovisionnement · Diagnostiquer sur le terrain les pratiques des agences et filiales, et identifier les écarts avec les standards cibles · Animer les workshops avec les responsables d'exploitation et l'encadrement terrain, porter la contradiction et embarquer les équipes locales · Piloter les pilotes pays, mesurer les gains de productivité et arbitrer les ajustements · Construire les standards, outils et supports de formation permettant le déploiement en cascade par les équipes internes · Produire en autonomie l'ensemble des livrables : analyses, modèles Excel, supports de présentation, comptes rendus

Contexte Le projet vise à mettre en place un portefeuille d'identité numérique conformément à une nouvelle réglementation, avec une échéance fixée à fin 2027, soit dans quinze mois, très courte au vu de l'ampleur du travail. L'appel d'offres pour le poste de PMO a été lancé fin juillet/début août. Ambiguïté majeure : la réglementation européenne autorise l'ouverture d'un compte bancaire avec une identité numérique (cinq données : nom, prénom, date de naissance, lieu de naissance, nationalité), tandis que le Code Monétaire et Financier (CMF) français exige une carte d'identité physique. Cette contradiction crée une incertitude significative pour les équipes de développement. Le poste est de niveau 4 et requiert un profil expérimenté, capable d'interagir avec des parties prenantes de haut niveau, y compris la direction. Points de douleur L'incertitude réglementaire et son impact sur le développement est le problème majeur. Le projet doit se conformer à une réglementation européenne stipulant que cinq données d'identité numérique suffisent pour ouvrir un compte bancaire, alors que le Code Monétaire et Financier français (CMF) impose la présentation d'une carte d'identité physique. Cet écart rend les spécifications floues pour deux, voire deux sujets et demi sur quatre. Impact direct : les équipes ne savent pas s'il faut développer un nouveau processus basé sur l'identité numérique, maintenir l'ancien (basé sur la carte physique), ou les deux. Cela perturbe la planification, génère des coûts potentiels (développements inutiles, refontes) et crée un risque de non-conformité. L'équipe de direction, les chefs de projet et les développeurs sont directement affectés. Par ailleurs, Mickaël manque d'un interlocuteur pour la co-construction stratégique. En tant que directeur de programme, il n'échange avec son supérieur, Raphaël, que deux fois 30 minutes par semaine. Il se retrouve souvent seul pour des décisions complexes et la validation d'approches innovantes (ex. processus d'appel d'offres "gagnant-gagnant" qu'il a mis en place). Il a besoin d'un PMO qui ne se contente pas d'exécuter le suivi, mais qui peut prendre de la hauteur, challenger ses idées et aider à analyser des situations complexes (par exemple via une approche Six Sigma pour identifier des disponibilités cachées dans un Gantt). L'absence de ce "sparring partner" ralentit la prise de décision, augmente sa charge mentale et fait peser un risque sur la pertinence des orientations du programme.
