We are looking for a Change and Implementation Manager to drive delivery of IBCA’s development as a service organisation, working across teams enable the implementation of valuable changes.

This is a great opportunity to join IBCA early and help create and influence the service-focussed delivery culture and build capability.

As a Change and Implementation Manager, you will play a key role in the end-to- end business implementation of multiple changes to the IBCA service with significant impact. You will work with multiple teams, managing a varied stakeholder environment to achieve a sustainable pace of change.

You will look to continuously adapt and improve best practices to manage the implementation of outcomes in an organisation that truly values a test and learn
approach.

You will have a good understanding of agile ways of working, and be able to manage and influence professionals across the organisation to achieve the best outcomes.

To be successful, you will need to collaborate effectively in a fast paced, transparent, multi-discipline environment, developing and delivering outcomes that deliver impact.

Responsibilities

  • Lead and deliver change initiatives from planning through to implementation, ensuring outcomes are embedded and sustained.

  • Partner with stakeholders from Model Office, Digital Squads and across the organisation to share change initiatives, manage impacts, and drive engagement for change.

  • Develop, facilitate and execute implementation plans including communications, training, readiness, and adoption activities.

  • Identify risks, and resistance and working with stakeholder/change governance to analyse data/feedback to adjust approaches and improve outcomes.

  • Measure and report on change effectiveness tracking benefits, adoption and continuous improvement opportunities.

Candidate profile

  • Experience of managing change and implementation, successfully landing iterative changes and enhancements in complex operational environments with multiple teams and stakeholders.

  • Management skills with the ability to work with specialist digital and operational teams and influence diverse stakeholder groups.

  • Have a proactive approach to developing change and implementation capability in the organisation.

  • Play a key role in creating a culture of innovative, healthy, psychologically safe, sustainable delivery based on testing and learning;

  • Manage communications with a wide range of stakeholders, adapting messages to your audience.

Additional information:

A minimum 60% of your working time should be spent at your principal workplace. Although requirements to attend other locations for official business will also count towards this level of attendance.

The Infected Blood Compensation Authority (IBCA) is a new arm’s-length body set up, at unprecedented pace, to administer compensation to people whose lives have been impacted by the infected blood scandal.

IBCA will ensure payment is made in recognition of the wrongs experienced by those who have been infected by HIV, Hepatitis B or C, as well as those who love and care for them. They have been frustrated and distressed by the delays in achieving proper recognition, and we must help put this right.

We are committed to putting the infected and affected blood community at the centre of every decision we make and every step we take to build our organisation to deliver compensation payments. 

IBCA employees will be public servants. If successful in this role you will be appointed directly into IBCA, on IBCA terms and conditions as a public servant.

Successful applicants will join the Civil Service Pension Scheme.

Please note that the mission of IBCA means that it is likely to be operational for a period of approximately 5 to 7 years. When IBCA’s work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer.
