When I take on a project from a client, I usually invoice in thirds.
  1. One third as a deposit.
  2. One third as a middle payment.
  3. One third on completion of work.
That usually gets around this kind of issue as they want to keep the project moving along.

As for your issue, I would give them a call rather than email.

Places like this are obviously a good start and you could also register on LinkedIn (which your husband should be on too). When you've on there you can find people you know and build a network.

Offline - you may do well investing in a local networking group.

There's loads more ways, but that's a couple of suggestions to start you off...
